Use of potential of universities and schools for institutionalisation of educational innovations

The necessity of institutional changes becomes evident in theresult of active innovative initiatives on the different levels of regional system of education. These processes allow the researcher toreveal and summon the innovative potential of educational practice, and develop new forms of co-organization and interaction amongeducational parties. It reveals a possibility of strengthening their influence to qualitative changes of educational system. That is whythere is an importance of understanding the following issues: - how to identify educational innovations, - how an actor appears, andvalues and focused joint actions of actors and groups of people form, - what the potential of their cooperation is, i.e. howinstitutionalisation of educational innovations and forms of potential cooperation among actors occurs. This article represents results ofreconstruction of innovative projects institutionalisation experience method on the basis of projects like "Formation of Mechanisms forDevelopment of Open Educational Environment of the Region" (Open Society Institute), "Organization and Launching of Unified StateExam in Tomsk Region", "National Priority Project "Education"". Reconstruction of precedents demonstrates the onset of supportforms for educational innovations. It includes redistribution of power among governing bodies, arising of inter-level and inter-structuralcoordination, and formation of legal norms for activity of participants. In this regard it is important to appeal to the social sciencesapproach and its framework for determination of educational innovations influence on educational practices. On the one hand,qualifying educational innovations as a potential and source for development of educational system we can determine the followingfeatures and true innovations: - structuring of personal presence in education by actors of educational practices, - educational practiceactors' involvement in changing of the formed and creation of the new forms of educational process and formation of open educationalenvironment, - generation of new meanings, goals and strategies for educational practice by actors; it leads to creation andimplementation of different-scale educational programs and projects in the whole system of education. On the other hand, this researchprovides an opportunity to determine the subject of joint research, the subject, which creates and establishes the strategy of innovationdevelopment and strategy of social science research. Thus, an initiative group transforms to an open innovative community. Differentcommunities are the subjects of open innovative environment. It means that it is necessary to reveal opportunities of cooperativepotential, which are in their formation stage, but have a potential to become sources of changes of qualitative configuration of the wholesystem of education.
