Analysis and estimation of educational technologies use in network programs

The article describes one of the innovative directions of humanitarian management of innovationsin education - analysis and estimation of use of educational technologies in network programs. The necessity of the given direction,resulting from the specificity of network educational programs influencing the quality and practice of education through the use ofcompetence-based technologies, is defined and proved. In the article a hypothesis of a scientific research is presented asserting that useof educational technologies in network programs, on the one hand, influences the quality of education regarding the organization of theeducational process forming competences of the participants of the program, on the other hand, network educational programs changethe quality of the education system by creating conditions for formation of innovative activity in institutions. The author describes thecriteria for analysis and estimation of use of educational technologies in network programs: organization of educational process andeducational activity of participants of the program; the analytical table presents their indicators. Further conclusions of the research onthe material of several network educational programs are described. The conclusion is that network educational programs arecompetence-based since educational process of such programs primarily contains methods, ways and technologies organizing differenttypes of interaction and forming various competences. Thereby, the innovative resource of such programs changing the quality ofeducation in institutions is shown. On the other hand, network educational programs cause technologization of innovative educationalactivity of its participants, formation and deployment of joint activity, dynamics of positions of participants of the program. Thus,conditions for formation of innovative activity in institutions are created, which is innovative potential of network educational programs.
