Parameters of analysis and assessment of quality cooperation by school and university representatives

An importantanalysis component of schools and universities cooperation is the development of cooperation quality assessment. Grounds for thequality assessment are the assessment parameters, which can be classified as preliminary profession-oriented training and professionorientedtraining; specialization-focused schools operating on the university premises; implementation of joint projects and programs;students pre-university training; distance network cooperation, etc. The article describes the experience of the expert map developed byeducation representatives as an instrument for cooperation quality assessment of schools and universities. The map includes parameterswith the assessment scale, which reflect the main point of each parameter. For cooperation quality assessment the parameter "DistanceNetwork Cooperation" is presented. It consists in the availability of distance education programs, scientific conferences organization,training courses for teachers, uploading text and course books on the web, scientific supervision of innovation activity, application ofuniversity scientific and education resources for individual education programs realization. The following factors have been focused inthe parameter "Scientific Supervision": coaching, scientific supervision of departments/schools; development and implementation ofjoint innovative educational programs-projects, joint researches organization, and educational effects. To determine the assessment ratethe following criteria have been used: scientific supervision of all directions of innovative and experimental activities; organization ofinnovation zones on university bases, organization of innovation enterprises (incubators), probationary/experimental springboards,development of different kinds of programs and projects, cross-disciplined researches, improvement of professional competence ofteachers and heads of educational institutions, enhancement of education quality and educational environment changes. In the course ofthe analysis one can infer more than 20 parameters but their number can grow. The main idea is that they all must reflect the essence andway of cooperation development. Hence, for effective cooperation potential management of schools and universities in order to increasethe quality of education and develop open educational environment of the region it is important to elaborate a system of cooperationquality assessment of schools and universities.
