Support of research activities in management and assessment of educational institutions for improvement of their interaction with universities
The quality of education is the first priority task in educational management. When completing this task, qualitymanagementand assessment are the most important components. Our research studies the usage of assessment in educationalinstitutions management in Tomsk and Tomsk region, and grounds the support of researches when evaluating the functioning ofeducational institutions. This research was based on analysis of legal standards both on the regional and municipal levels of Tomsk andSeversk. We can state that assessment of the functioning of educational institutions is realized with the implementation of modernapproaches to management. Yet the system of evaluation does not completely comply with the new Federal educational standards andregional educational policies: only educational, quantitative and precise results are measured in assessment. But the data of progressmade by the student outside educational sphere (participation in contests etc.), extracurricular educational activities, innovative methodsand activities of the given education institutions - all these are not included into the assessment of an educational institution. To improvethe assessment system it is necessary to change the assessment approach itself. There is a necessity to create a new and balanced system,which complies with the Federal and State standards, and which changes from the model of quality control to the model of qualityensuring,and ensuring the development of both educational institutions and the system of education as a whole. Such transition to neweducational results is possible if the conditions necessary for emergence of educational innovations in schools are created. To improvethe quality of education management support is required - support of forming personal activities at school: change in the teacher'sposition - from the translator of a subject and a controller of students' efficiency to the mediator; and the type of activity of both theteacher and the student must change from executive to researching, which results in creating educational products. The scientific,professional and parents' community should become the subjects of assessment of these new educational conditions and results(teaching conditions and results are assessed by educational authorities).
