Interaction of schools and universities in organization of teaching staff training courses

The article deals with the description of results of research ofinteraction between schools and universities in organization of improving qualification of the teaching staff. The research was conductedas a part of the project Using the Potential of Interaction of Schools and Universities to Improve the Quality of Education and OrganizeOpen Educational Environment TSU, Federal Project 2011. The relevance of the project is determined by tasks of searchingmanagement mechanisms of influence on the quality of education. Organization of training courses for improving the teaching staffqualification (TC) is considered as one of the mechanisms of influence on the quality of education. The research is made on the basis ofmethodology of humanitarian management and educational innovations research; testing of the results of the research was carried outusing the synergetic approach. The research represents the regional context of TC organization in the system of general education. Itdescribes the precedents and effects of influence of interaction between schools and universities on TC organization. The empiricalmaterial allows characterizing opportunities of interaction between schools and universities in TC and offering assumptions on thepotential created in such interaction for developing the quality of education. Involvement of universities in interaction with generaleducation establishments in the process of creation and realization of TC forms and programs provides development of new subjects ofTC, including all participants of the process: those, who provide TC services, and those, who consume them, actualising theireducational requirements. It was stated that interaction makes systemic effects on TC organization, still, it is of precedent character anddoes not get any support in higher and general education system. The result of the research is a hypothesis that the increase of efficiencyof TC organization and TC influence on the quality of education is conditioned by the creation of management mechanisms of supportof interaction between universities and schools in that area. Processes of forming professional networks and communities, which uniterepresentatives of schools and universities, have to become the subject of management. TC is becoming a mechanism of mediatedinfluence on the quality of education due to potential of teachers' and managers' involvement in professional collaboration on differentlevels of education.
