Contexts of educational programs network creation in practice of interaction between universities and schools
The article describes the most common contextsof educational programs network development, which exist in the practice of interaction of modern Russian schools and universities.These contexts, in our opinion, reflect the peculiarities of development of national education, as well as the quality of interactionbetween the institutions of secondary and higher education. The analysis of the contexts is held in the framework of the development ofthe project Use of Innovative Potential of Interaction between Universities and Schools to Improve the Quality of General Educationand Creation of the Open Educational Space of the Region implemented in Tomsk region. The context of the given project of thecreation of the Open Educational Space (OES) understood as a space of manifestation and realization of educational initiatives, theestablishment of different subjects of education, helped to develop a typology of network of educational programs. The developedtypology, in our opinion, first of all, allows carrying out the analysis and defining the role of each type of network program in theformation of the OES in the region; secondly, developing or, if necessary, adjusting the development strategy of such programs; thirdly,establishing sound mechanisms for management support of one or another type of program. This typology has shown the presence in theeducation of Tomsk region 0f all types of network programs of schools and universities, which are found in the Russian educationsystem, which allows perceiving the project as a model to a certain extent. At the same time the positions of this typology showed cleardominance in the region of the first two types of programs - aimed at optimisation of resources of the organizers of the program andprovision of wide access of different groups to training in the program and the apparent lack of programs focused on the provision oftheir participants with an opportunity of choosing one's education and realization of individual educational programs. These two types ofnetwork programs are essential for the creation of the OES, that is why their development is a priority for the educational community ofthe region.
