Educational institutions transition to autonomous status: potential interaction of universities and schoolsto improve educational services quality
This article describes the results of empirical research and manifestation of the universities' and schools' interactionpotential to improve the quality of educational services. The study was conducted as a part of development of the regional project Useof Innovative Potential of Interaction between Universities and Schools to Improve the Quality of General Education and Creation of theOpen Educational Space of the Region by Tomsk State University representatives. The urgency of the research is related to finding anddeveloping mechanisms for the transformation of the regional educational potential into a resource of improvement of the quality ofeducation. The need for creating new forms and norms of innovation activity organization and innovative development education isanalysed in the study. From this point of view, it is proved that the mechanism of changing the status of an educational institution ispresented as a supporting mechanism and innovations management, therefore the introduction of the status of an autonomouseducational institution is aimed at solving these problems. The cases of educational institutions transition to the autonomous status areanalysed. The analysis of empirical data helps to identify and explain the conditions of education quality improvement created in theprocess of changing the educational institution management status. It is revealed that the change in the status of educational institutionsleads to the change in the content of the institution's activities - it is the provision of educational services, which brings to the fore issuesof partnerships and quality of educational services. It is proved that most resourceful partners to successfully meet these challenges inour region are universities. The analysis of empirical data allows identifying and justifying empirical relations associated with thechange of activity and organizational norms in the process of educational institutions transition to the autonomous status, which causesincreased activity and strengthening of interaction between the educational institution and the environment, attraction of new resourcesfor its growth and development, including resources from other levels of education, and impact on the quality of educational services.Also, the analysis showed that the effect on the quality of regional education is largely correlated with the management toolsdevelopment to support collaboration between universities and schools.
