Creation and realization of network educational programs as problem of organizational changes in educational system
The article presents theresults of a research project on creation of network educational programs developed in the interaction between school and university.The creation of such programs is required for solving the problems of formation of general and professional competences. In the articlethe structure and the content of educational activity is presented. The article contains a description of typology of network educationalprograms; their creation will essentially strengthen the potential of the regional education system. However, the problem of masstransition to network organization of education is connected with organizational inertness of the system. The author designates theproblem of organizational changes in the educational system, without solving it qualitative transition to new school is not possible.The author considers positions of the theory of organizational changes with reference to the decision of problems of educationdevelopment. The basic advantage of network educational programs is overcoming of deficiencies of one educational level, the accountof interests and purposes of different groups: parents, government, business, science, collection of resources in order to form sociallysignificantskills and individual development. In the article it is proved that the support of educational programs of the following types isnecessary to solve problems of social and economic development of Tomsk region: programs directed at overcoming personnel,information, material deficiencies of the general education level for profound study of certain subjects; programs directed at theformation of universal skills, in particular, skills of project research, entrepreneur and administrative activities; programs directed at theformation of personnel resource for the development of the territory; programs directed at the formation of skills to design individualeducational program. The final part of the article gives recommendations on creation of organizational-administrative conditions forrealization of network educational programs school - university.
