Management of education in situations of uncertainty: school and university interaction potential use
Education today is asubject of interest of different members of social activities. Innovation processes, processes of modernization, different actors'participation and influence on education lead to situations in education of functional-semantic indeterminacy as a fundamental shift ofsituations in education itself and its transition to new forms, patterns and quality. Management in these conditions allows and createssuch situations simultaneously facing the need to overcome them. It is therefore necessary to understand the difficulties that arise inmanaging situations of functional sense of uncertainty and what the synergistic potential of interaction between universities and schoolsis to overcome them successfully. The analysis of the difficulties arising in situations of functional-semantic ambiguity we conducted onthe material of innovation management experience reconstruction shows that, first, situations of uncertainty of meaning and content ofactivity are caused by the innovative development of education; second, there are certain difficulties in the practice of innovationmanagement, which have been grouped as follows: functional (organization of activities with the participants of the educationalprocess); semantic (understanding the sense of the situation, definition of goals, tasks and types of activity); emotional andpsychological (stress and confusion); third, the condition for overcoming the situation of functional sense of uncertainty for managementis the use of synergistic interaction potential of different subjects of education. We studied the trends, subjects and results of interactionof educational institutions and universities of Tomsk region. The study involved 94% of the total number of schools in Tomsk region.The study identified the main areas of cooperation between schools and universities, compiled rating of these areas, which demonstratesthat in most cases the interaction between schools and universities is situational, occasional, and, therefore, cannot significantlyinfluence the change in the content and efficiency of an educational institution in innovative development. However, 20% of theinteraction between schools and universities is systemic in nature (the model of "cooperation"). Analysis of 10 cases of educationalinstitutions has shown that the quality of the interaction changes significantly when the school raises and deliberately solves problems ofinnovative development: they cause the emergence of functionally significant situations of uncertainty. The results of these studiesprovide a basis to conclude that in the innovative development of educational institutions it is important to use the synergistic potentialof interaction with universities in order to develop joint innovative educational models, concepts, programs, because such interactioncauses the overcoming of the situation of functional and sense uncertainty.
