Political stimulation: principles, problems, technology of application in modern Russia
Current approaches of conceptualization of political stimulation are given in the works of sociologists, such as V.A. Yadov, Zh.T. Toshchenko, V.V. Kozlovsky, A.Akhiezer, etc. Special attention should be paid to Luhmann's system about differentiating self-description of the society. The problem is the relationship between politics and the public service and its impact on the public service by receiving stimulation: appointments to senior positions, career promotion, awards, etc. The formation of policy stimulation that has a positive impact on civic and political participation of people is one of the challenges in the transition to democracy in our society. Meritocratic government influences the political freedom and state authority, and its elements stimulate and use bureaucracy, administrative resources, and the so-called ''dirty technologies''. Unconditional threat to the society is the corruption component, the acting award system in which the public official, becoming a bureaucrat, imbues ''network thinking'' and learns from insubordination and dominance position, observing the hierarchy by job status and the degree of distancing from individuals, making or supporting such decisions. Being always busy, the first person may become a hostage of their employees, for they are not able to cross-check the data in the lists of the award, reward and promotion nominees. In such a situation it discredits not only the executive body, but also the first person who approves candidates for awards. Powers allow the holder to encourage society to different activities. Political incentives are based on a number of principles, such as: diversification, diversity; correspondence to merit and awards (meritocratic weight); meritocratic principle of rewarding candidates according to their achievements, abilities and professional competence and qualifications; justice (social justice); adequacy of stimulation (bonuses for merits); practicality (not always play by the rules, sometimes in life it is necessary to quickly find a practical measure); ideological. The use of awards designed to promote the merits of civilians in modern Russia is also a violation of the statute on the ''reward'': by the rank of the officer and its "closed" character. For example, the Order "For Merit to the Fatherland" was handed over are awarded without complying with the order of the sequence ''from the lowest level to the highest''. The analysis was made of the data of the Award Committee of Kemerovo State University and the archive database for 2007-2012. For the analysis the following documentary sources were selected: automated ranking system (2011-2012), personal ratings of the faculty (2007-2012), lists of the awarded for various activities, orders, petitions, statements of the Award Committee; regulations on the system of moral incentives, collections of KemSU with the main results of the period (2008-2012). Then, basing on the data sources the declaratory problems and the lack of clear metrics in the award activities were identified. We see a violation of the principle of adequacy in the process of awarding: it is often unclear what merits exactly are awarded. Thus, ignoring the meritocratic principles in the public system of awards results in the selection of candidates for the award originally bases on unfair criteria, the system glitches and loses its value and importance to the society.
