Branch sustainable development of Tomsk Region
Now the problem of effective management of sustainable innovative development of the region and branch is especially topical not only for Russia, but also for the world community as in the conditions of a crisis state and sharp decline in production the increase of labour productivity is the main source of real economic and social growth. Considering the above stated, the problem of effective management of sustainable innovative development is urgent for Tomsk Region, too. It causes the purpose of the work - an assessment of branch sustainable development of Tomsk Region with the use of measurable quantities. The integrated assessment of opportunities of branches of economy of Tomsk Region was executed, including: 1. Capacity of branches: annual total consumption of natural resources, annual total production, power losses, labour productivity on branches, share of power in the useful power of the region. 2. Dynamics of the condition of the branches of the region. 3. Social and ecological intersectoral balance of power. 4. Rating of the branches of Tomsk Region. In the article the integrated assessment of opportunities of the branches of economy of Tomsk Region in 1950 and 2007 is given. The theoretical tool of the integrated assessment of opportunities of the branches of economy of Tomsk Region is based on the universal principles of design in the system 'nature - society - people' developed by the School of Sciences of Sustainable Development. Relevance of work is given step by step in the article, on the basis of archival information and earlier calculations of the author the assessment of capacities of the branches of economy of Tomsk Region is given. Basic indicators of a sustainable development of Tomsk Region - the full and useful capacity, capacity losses - are calculated by the efficiency of technologies. The branch structure by years is considered. Dynamics of the branches of economy of the region is presented by the spheres of material and non-material productions. Separately for 1990 and 2007 the social and ecological intersectoral balance of Tomsk Region is presented. The choice of 1990 and 2007 was dictated by the purpose of tracking the changes in the branch structure of economy of the region in connection with the negative tendencies of the 1990s. In 1990 the leading places in economy of the region belonged to the branches of the material sphere, thus, the first place was taken by the industry. On the second place by labour productivity was the branch of transport and communication, and the branch of agriculture and forestry came third. After disintegration of the uniform country the branch structure of Tomsk Region underwent minor changes. In 2007 in the economy structure the leading places were taken still by the branches of goods production. Thus the first place was taken by the industry, transport and communication were third, agriculture and forestry went down to the fifth place. The second place by labour productivity was taken by the branch of wholesale and retail trade, the fourth place was operations with real estate, that is, branches of the non-production sphere. The rating of the primary branches of economy by labour productivity in power units (kW/person) of Tomsk Region is presented for 1990 and 2007. Conclusions are presented by the results of the research and the list of references consisting of 9 sources.
