Dear Authors of No 3(27) 2014, 

Electronic versions of  articles are available at the site of the Journal ("Issues") and the Scientific eLIBRARY (as of 02.10.2014). The printed version of the Journal issue was sent out to a number of leading world libraries and the subscribers. The Editorial Board found a way to send the team of authors one copy of the journal to the indicated address of the workplace (as of 13.10.2014).
