Russian science of penal law: a historical essay
Modern science of penal law is designed to ensure the implementation of legal reform in the execution of penalties as well as to develop ways of developing the penal system reasonable and acceptable in social and economic terms. Its tasks include the definition of conceptual, strategic ways of penal system development. An important task is to improve the penal legislation, including the preparation of the scientific basis for its new codification. The penal law considers it relevant to develop its general theory related to the definition of the subject, methods and scope of legal regulation: the theory of penal legal relations, their subjects and participants; the legal status of persons serving various punishments that are introduced to the Criminal Code for the first time; legal regulation of the regime of serving various punishments and implementation of other legal measures as well as increasing their effectiveness.
