Commission of crimes by juveniles while intoxicated (regional aspect)

The question of the allocation of types of crime in criminology is controversial. Without going into the debate on the possibility and expediency of classifying such an integral phenomenon as crime into types and classification criteria, the authors of the article believe that "drunk" crime is reasonably the object of independent criminological research in domestic science. Like any type of crime, "drunk" crime has generic features. It is an inevitable, negative socio-legal, relatively massive, historically changing phenomenon that consists of a set of crimes committed in a state of intoxication and persons who have committed crimes while intoxicated. "Drunk" crime has a number of its specific features that are manifested in its peculiar determinants and main indicators, in a particular social danger, which ultimately determines the characteristics of its prevention. The definition of juvenile "drunk" crime adds another immanent feature - a minor age of the perpetrator, which is determined in accordance with Article 87 of the RF Criminal Code. The term "drunk" crime is used in the literature along with others, for instance, alcohol-related crime. It is in this (narrow) sense of the word, as crimes and juveniles who committed them in a state of intoxication caused by consumption of alcoholic beverages (as opposed to drugs, toxic and intoxicating substances), that the authors understand juvenile "drunk" crime for the purposes of this article. Indicators of "drunk" crime are formed on the basis of the data from statistical cards for major accounting items: Form 1.1 (results of a criminal investigation) contains Graph 13 (1): the offense was committed in a state of intoxication; Form 2 (for the offender) contains Graph 36 (1) - "the person has committed a crime while intoxicated". According to official statistics, the proportion of juveniles who have committed crimes while intoxicated in Russia in the total number of identified minors has increased over the last five years by 1.4 times. In the past five years, it was respectively: 10.2 % in 2009, 10 % in 2010, 11 % in 2011, 13.9 % in 2012 and 13.9 % in 2013.
