On Some Issues of Determining Terrorism and Information Terrorism

The article focuses on the definition of terrorism as a multifaceted social phenomenon, dangerous in its essence. It discusses different approaches to the definition and understanding of terrorism, both in international and Russian contexts. The authors note the need for the world community to develop a new strategy aimed at increasing the effectiveness of the fight against information terrorism that would meet the requirements and realities of the new third millennium. The definition of information terrorism is given. Special attention is paid to the disclosure of the concept of cyber-terrorism and its content. Cyber-terrorism also includes the use of cyberspace by terrorist organizations not only to commit terrorist acts, but also to carry out and popularize their activities, for property, information and financial support for terrorist activities. This also includes planning and raising money, communication between terrorists, collecting intelligence information, recruiting and distributing information and propaganda materials.
