The Criminogenic Influence of Violent Attacks in Detention Facilities on the Criminal Conduct and Victimization of HIV-Infected Convicts
The article deals with the problem of using violence in detention facilities against HIV-infected convicts. Special attention is paid to the absence of special conditions for the maintenance of HIV-infected convicts in correctional colonies. The author concludes that the life of convicts in a correctional facility under the care of the state should not bear risks to their health. The question naturally arises whether today there is an opportunity to create a healthy "habitat" in a correctional facility in order to secure convicts' personal safety and to exclude criminogenic factors of crimes, which in turn represents the basis of the rights of persons in prisons. As a result of violence in prisons, unprotected contact with human blood becomes possible. According to official data, the number of HIV infection cases through contact with open wounds is extremely small. Unprotected sexual intercourse associated with an exchange of potentially infectious body fluids is a real danger. Countering the threat in question requires long-term efforts on the part of the state and society. These efforts should be expressed in the implementation of a whole system of socio-economic measures.
