Compulsory Labour in the Penal System: A Case Study of Correctional Centres Functioning
Drawing on the experience of correctional centres functioning, the author emphasises the need for legal and organizational regulation of the problem of the doing the compulsory labour sentence in the subject of the Russian Federation where the convict lived before the conviction. As the detention in the penal colony and that in the correctional centre have much in common for those sentenced to compulsory labour, the author suggests that they should be combined into one type of criminal punishment. This measure can complete the execution of the penal system and be a transitional link from non-custodial to custodial punishments. In addition, this will help to solve the material issue of building correctional centres, as it will be possible to use existing colony settlements for compulsory labour execution.
