Problems of Employment and Social Adaptation of Released Convicts in the Russian Penitentiary System

Social rehabilitation of convicts can be supervised by the existing penal inspections, which makes the law on social rehabilitation of those released from punishment unnecessary. In turn, the Federal Penitentiary Service plans to take bankrupt enterprises in disadvantaged regions to restore them and employ prisoners from local colonies, who, after their release, get a housing there. According to Deputy Director of the Federal Penitentiary Service of Russia Valery Maksimenko, Vologda Oblast has been chosen as an experiment field. It has been planned to create an agricultural holding with a pig-breeding farm, a feed mill and other industries to employ about 5,000 people, of which 3,000 are convicts. Similar projects are to be launched in Kaliningrad, Tambov, Voronezh, Kirov and a number of other cities. The idea is also being worked out to use the labour of convicts in mines, after their getting a one-year professional trainin. In addition to a large salary, they are to receive a supplementary social benefit of complementary food. After their release, the former convicts retain their working places and are provided with a housing. The governing body of the Federal Penitentiary Service of Russia will objectively evaluate the results of the experiment, so that in future, this practice might be used by territorial penal bodies to more effectively solve the problem of employment and social adaptation of former convicts.
