The Prevention of Crimes of Terrorism
The phenomenon of terrorism has not been sufficiently studied as a concept and as a phenomenon to counteract against both at the global (strategic) and situational (tactical) levels. The tactical level of countering terrorist activity is represented by three blocks: (1) law enforcement activities that prevent terrorist activity; (2) precrime in terrorist activity; (3) prevention of terrorist activity. An analysis of the levels of counteraction made it possible to formulate three conclusions. Conclusion 1. The regime in correctional institutions as a means of preventing crimes of a terrorist kind is a very polemical construct. Today, serving sentences in prisons often only formally focuses on the correction of personality and sometimes even ignores this opportunity. This is not a consequence of the inefficiency of the penitentiary system, but rather a consequence of the liberal absurdities that dominate the modern penitentiary practice, not to mention the obedient departmental rules of penitentiary science. Given the above, the corrective efficiency of the regime in correctional institutions as a means of preventing crimes of terrorism is a problem that has yet to be solved. Conclusion 2. The elimination and efficient isolation of a terrorist as an effective means of preventing terrorist activity can only be challenged by politicians. The phrase of the renowned liberal Anatoly Rybakov from his Deti Arbata (1987)-No man, no problem-will never lose its relevance. Conclusion 3. Corrective psychological trainings with client who deny their guilt due to their mandatory involvement in the process will primarily be interesting to participants in terrorist activities with a hysteroid accentuation, with their willingness to be in the spotlight, including in the framework of psychocorrective trainings. Classical corrective psychological trainings, due to the similarity of their target audience, will be highly efficient when working with some representatives of the “amorphous type” of the terrorist’s personality (with a high conformity level) due to the serious burden of their experiences of the past.
