Socio-legal and psychological criteria for identifying "at-risk groups" among vocational and higher education students prone to committing crimes under Article 2052 of the Criminal Code of the Russian Federation
The article analyzes an algorithm for identifying "at-risk groups" among students of vocational and higher education institutions who, under otherwise equal conditions, demonstrate propensity to commit crimes under Article 2052 of the Criminal Code of the Russian Federation. The high concentration of students within educational institutions and the rapid dissemination of information create risks of criminal contagion, where affected students may later "infect" their colleagues and subordinates in their professional lives. To prevent such risks, it is necessary to identify "at-risk groups" and place identified individuals on preventive monitoring within educational institutions. The criteria for determining "at-risk groups" include: propensity for systematic aggressive behavior toward individuals of different ethnicity or religion; propensity for systematic aggressive behavior toward citizens from countries with high terrorist activity; history of administrative offenses under Articles 20.3, 20.3.1, 20.29, and 20.2 of the Code of Administrative Offenses of the Russian Federation. The identification algorithm consists of: 1) collecting primary information (gathering family background data, assessing material and living conditions); 2) psychological screening for predisposition to aggressive attitudes toward individuals of different ethnic/religious backgrounds; 3) identifying individuals with prior administrative or criminal records; 4) registering identified at-risk individuals for internal institutional monitoring. All criteria must be met cumulatively for preventive registration within the educational institution. To avoid psychological pressure on students, this registration must remain confidential. Monitoring should be conducted by specialized units to be established within each vocational and higher education institution. The author declares no conflicts of interests.
