Criminological monitoring of recidivist crime: Goals, subject, and methods
Recidivist crime in Russia continues to pose a serious threat to public and state security. It accounts for up to a third of investigated crimes, has a stable character, and exhibits territorial differences. A deficiency of the contemporary prevention system is the lack of comprehensive criminological monitoring of the state of recidivist crime and the effectiveness of countermeasures against it. The creation of a specialized monitoring mechanism is proposed, coordinated by the Ministry of Justice of the Russian Federation, based on the integration of interdepartmental data and the use of a unified information platform. Such an approach will enable regular collection, analysis, and forecasting of recidivist crime trends, improve the quality of managerial decisions, and enhance the effectiveness of preventive measures. The implementation of monitoring will contribute to strengthening law and order and increasing personal and public safety. The author declares no conflicts of interests.
