Formation and evolution of social and cultural potential of West Siberia in the context of national cultural policy (the end of XIX - the beginning of XXI century)
The paper presents the history and evolution of social and cultural potential of West Siberia in the context of cultural policy are identified and characterized by positive and negative positions of the phenomenon. As a result, put forward a framework for improvements in the institutional, economic and socio-cultural staffing process in the country and the region, which would streamline the activities of the network of social and cultural institutions, to promote a more dynamic development of the Siberian region in all its manifestations.
