During the 1880th years the Tomsk university was building, but at the same time with construction of buildings there was a formation of book fund of future first highest institution in Siberia. That processes directed V. M. Florinskyi, who spent many forces for searches of scientific literature in all branches of knowledge directed. In 1885 he became the trustee of the West Siberian educational district. In the summer of 1886 V. M. Florinskyi made the first trip on the educational district. During this trip he paid attention to a condition of educational libraries of schools. Looking through school library catalogs, he found in them manuscripts and books of the XVIII century. Especially a lot of such books appeared in libraries of district schools. Florinskyi sent letters addressed to directors of the Tobolsk and Tomsk managements of schools that those revealed valuable books and manuscripts from their funds. On the basis of this order lists which sent to Vasilyi Markovich for viewing were made, and he chose those books which were necessary for university from them. In 1887 the trustee of the West Siberian educational district addressed with the application to the minister of national education about transfer of books from these educational institutions in future Siberian university. Resolution was made 19 January1888. In February V. M. Florinskyi sent letters to the directors of schools of Tomsk and Tobolsk province, Akmola and Semipalatinsk regions , in which he asked to send in Tomsk books and manuscripts specified in compiling lists. The exact amount of transmitted set of books so far failed, but its exactly known from what school they came. These were: Omsk, Tyumen, Berezovsk, Semipalatinsk, Ishim, Kainsk and Tomsk district schools. Main part of this district schools were opened in the first third of the XIX century. Therefore their book funds were rich with books of XVIII and the first half of the XIX century. Thus, the Scientific library of Tomsk state university was formed not only due to purchase of new editions or donations of personal book collections, but also by collecting necessary for educational and scientific activity of a university of literature of various educational institutions of all West Siberian educational district.
