Formation of document funds in rural libraries (from the experience of libraries in Verchneketsky, Teguldetsky and Chainsky districts of Tomsk region)

The main task of the municipal rural library is the organization of public information and bibliographic services. To implement this task, the libraries required to competently formed document-fund representing the set of primary and secondary documents on different media. The most important indicator to evaluate the current state of the library - it's the amount and structure of the document-fund and how much is spent on its formation. The feature of analysis of funds of rural library systems is the total elimination of quantitative indicators that are emerging from the results of the central regional library, children's library and affiliates of library system. Financing for the acquisition of fund documentation in a rural library consists of funds allocated from different budgets: the federal, regional, municipal and non-budgetary funds. The list of extra-budgetary resources for rural libraries is very diverse - there are realization of paid library services (including the use of night subscription), sponsored infusion, gifts of the readers, participation in the grant and project activities. The sources of manning for rural libraries can be roughly divided into the following groups: local government, publishers and booksellers, NGOs, regional libraries, sponsorships and gifts of individuals. For the most efficient use of the funds, Central district libraries organize and lead the system of catalogs and files that reflects the document-fund in various aspects in accordance with the goals of the library and the specificity of information requests of readers. After the reflection of publications received by the library system, the question of the distribution of documents between branches of CLS is solved in the system of catalogs and files. One serious problem that must be solved by the central regional libraries is shipping new acquisitions in subsidiaries. Properly formed library fund is a mainstay of the rural library information services of all categories of readers. Categories of readers in libraries, that we have studied, have certain features and differs from that of other types of library users, due to socio-cultural mission of rural library. The problem of safety of funds in the surveyed libraries arises as a consequence of the active use of the available documents. Current methods of preservation funds are translation of documents with the increased demand for electronic material carriers and educational activities with the readers of library, mostly primary school age.
