New realities and prospects of the higher library and information education

In the last edition (2013) of the Federal law «About librarianship» (1994) legislative guarantees of preservation and development of the higher library and information education in our country are confirmed. The standard field of training of bachelors and masters of library and information activities is now in a stage of active formation. At introduction in Russia of the Bologna system of specialists training the Ministry of Education and Science of the Russian Federation accepted «transitional» lists of specializations of higher professional education programs in which the bachelor and the master of library and information activities were carried to group 070000 «Culture and arts». In 2013 this specialization «got» to «Mass Media and Information and Library Science» group. Branch Educational and methodical association addressed to the Ministry with the petition for return of library and information activities to group of the specializations «Culture». Among arguments the notion about the library as basic element of culture was underlined. As a result the library and information activities were returned in «Art and Culture» group in the block 51.00.00 «Cultural studies and sociocultural projects». Profile postgraduate specialization was also included in this group. The new Federal law «About education» (2012), put into operation since September, 2013, introduced a number of changes in the existing Federal state educational standard in the specialization of «Library and information activities». Common cultural and all-professional competences for a bachelor and master degrees were reduced. Presentation of the main educational programs of a bachelor degree and magistracy without specification of basic disciplines became an important innovation. The role of Approximate main educational programs in structure of the higher branch education considerably rises. Quantitative parameters of material equipment of educational process, and also a ratio of teachers and students of various forms of education are more clearly fixed. Postgraduate study is referred to the third level of the higher education now. During 2015 it is necessary to develop the new Federal educational standard. In 2014/15 academic year library and information education will be almost completely modernized.
