High school library education in Ukraine: the transition to European standards
Features of reforming of library staff training system in the context of the new Law of Ukraine "On Higher Education" (2014) are found out, approaches to the differentiation of the content and structure of bachelor's and master's educational programs and scientific and educational programs for the PhD in "bibliology, library science, bibliography" are offered. Features of substantive content of two types of master's programs - education-professional and education-scientific are characterized, an approximate nomenclature of compulsory basic and professionally oriented educational disciplines for the curriculum of undergraduate, graduate, postgraduate is proposed. It is grounded that the main criterion of differentiation of a three-level training of library and information staff is gradual deepening of industrial-technological, managerial, research, psychological and pedagogical professional competencies during education process. Substantive content of the invariant component of bachelor of Library training is revealed, it is oriented towards improving the formation of the specialists of the qualification level of the complex professional competencies of industrial-technological and organizational orientation. It is proved that the training of Master's Administrative Profile is expedient to do within educational and professional program "Management of Library and Information Activities" (90 credits ECTS), and Master's Research Profile - within the educational and scientific program "Theory and Methodology of Book Science, Library Science, Bibliography" (120 credits ECTS). Structure and content of educational and scientific training program of the PhD in the scientific specialty "Bibliology, Library Science, Bibliography" are described. The main form of training of specialists of the qualification level is postgraduate study, which curriculum includes two parts - scientific and research and educational (30-60 credits ECTS). Required components of the educational training of graduate students are advanced study of a foreign language which will be enough to represent their own scientific results and fully understand foreign scientific sources (12 credits ECTS); study of the basic concepts of the theory of social communication, history and futurology of Book Science, Library Science, Bibliography as a unified scientific specialty (12 credits); mastering methodology and methods of scientific research, pedagogical methods, technologies of knowledge management and business planning of research projects (6 credits ECTS).
