Models of language policy in multiculturalism
Today, most states at least in some casemay be characterized as culturally diverse. International dialogue of scientists and artists, qualified migration and student mobility leads to the situation where in most countries significant numbers of people belong to different cultures. The problem of multiculturalism arises precisely from the fact that many people want to stay in the country they came in. So, in this connection the question arises: to what extent the cultural diversity can consideras acceptable and tolerable and how to ensure harmony in these circumstances? When within a single society coexist people with different cultural traditions, it is necessary to solve a number of problems, to provide and arrange all the rules of social life and to determine the range of rights and responsibilities of individuals and communities. Because to solve these issues is not easy, cultural diversity often leads to conflicts, including lin-guisticconflicts.The language conflict as a social conflict, one way or another related to the language policy, may have the underlying causes in economic, political, socialand religious fields. However, it is taking shape in connection with the problematic linguistic situation, when a socially dominant group tries to limit the social (economic, cultural, and so on) possibilities of other groups,and, in the case of language conflict, will beregarded as a language group. Sometimes the causes of the language conflict can be concentrated specifically in the area of language, so the language policy of the dominant community becomes a point of social discontent from which grows the conflict. Given that, the majority of people havea well-established views on what is right and wrong, good and bad, fair and no, definition of the theoretical foundations of the language policy in a situation of multiculturalism is equivalent to answering the question: whether there is a set of general principles that can serve as a reference to solve language problems, and what kind ofnorms should be guided by a society where different cultures coexist? In this paper defends the thesis that the best answer to this question is given -is the language policy based on the principle of liberal neutrality, which is understood in the context of the theory of classical liberalism, developed by classical liberal authors and its interpretation in terms of the theory of multiculturalism C.
