Internationalization of higher education as a reflection of the value postmodern culture: Russian specificity
The study focused on assessing the impact of the internationalization of higher education in the socio-cultural processes taking place in today's Russia, because the phenomenon is becoming increasingly apparent trend in the development of national systems of higher education of developed countries and modern Russia. Formation of this trend can be seen in the activities of higher education institutions located in St. Petersburg, Moscow, and the example of other leading universities in Russia, in particular, Tomsk Polytechnic University and Tomsk State University. Revitalization of the work in the field of education internationalization of Russian higher education institutions was caused by management interventions by the public authorities (in particular, the adoption and implementation of the "5-100" of the project, associated with the entry of at least 5 Russian universities in the top 100 universities in the world until 2020. The scale, which took the internationalization of higher education in Russia, as well as its impact on the socio-economic, political and cultural development of individual Russian regions and the country as a whole demonstrate the need for its careful study, the implementation of the analysis of the experience of other countries, assessment results have already conducted research in this region. In this regard, within the framework of the present study attempted to describe the main trends in the development of studies of internationalization of higher education in Russia and abroad, to assess the cultural significance of this phenomenon. The success of Tomsk universities to attract foreign students and teachers to study and work quite clearly revealed the presence in Russia of a number of socio-cultural problems. Increasing the share of foreign students in Russian universities has led to the promotion of a number of universities in the world rankings. However, the internationalization of other positive results are not yet visible. Moreover, you can observe a tendency to deterioration of the quality of life, narrowing opportunities for self-realization of people and so on. in the region, who was actively involved in the processes of internationalization of higher education. In this regard, more work is needed to study the experience of internationalization of higher education systems, identifying effective mechanisms for its implementation. Internationalization is not only one of the key areas of integration of the Russian higher education system into the international educational space and release it at the forefront in the world rankings, but also a process that is associated with profound changes in the social and cultural life of society, able to have a significant impact on production changes in the culture and values of modern Russian society.
