Problems of functioning of the informational-librarian system of Siberian branch under reforms

This article contains directions of reforming of the Russian Academy of Sciences: - the integration of the three Russian academies: the Academy of Sciences, the Academy of Medical Sciences, Academy of Agricultural Sciences and the subordination of all scientific research organizations, the Russian Federal Agency of scientific organizations; - financing reduction of science; assessment of the effectiveness of scientific organizations; restructuring of research institutes; translation of researchers and librarians in the effective contract and optimization of staff of the scientific organizations. The new conditions have changed activities and forms of cooperation information and librarian departments of the Siberian Branch (SB) including scientific and methodological center of system -the State Public Scientific and Technical Library (SPSTL) SB RAS. It is proved that the restructuring scientific organizations held on the principles of association, for example, the Institutes of the Irkutsk, Krasnoyarsk and Novosibirsk Scientific Center. Simultaneously with the reorganization of the higher-order system has begun reforming the library system. Under these conditions, it took to study the state library and identify the problems of functioning libraries, Siberian Branch. For this purpose, we conducted a survey of library staff, previously included in the centralized library system of SB RAS. According to the survey identified problems in the information support of scientific research of the Siberian Branch: instability access to foreign and Russian electronic resources; the absence of a centralized library acquisition by domestic and foreign sources of information through SPSTL of SB RAS; lack of funds for the renewal of personal computers, office equipment, software and IT-specialists with library software; there is a need for further training of library professionals SB. In conclusion, suggesting the possible ways of solving the problems of information support of scientific organizations FANO TU SB Russia, such as: the introduction and use of cloud services and the organization of special events to improve the skills of library staff.
