Diversification as a way of organizing the functioning of the library information environment for scientific organizations FANO Russia

The process of restructuring scientific organizations and reforming the three academies of science is continuing: the Russian Academy of Sciences (RAS), the Russian Agricultural Academy of Sciences (RAAS) and the Russian Academy of Medical Sciences (RAMS). The principles for the formation of a new infrastructure and new types of scientific organizations subordinated to the Siberian Territorial Administration (SibTU) of the Federal Agency of Scientific Organizations (FANO) of Russia are determined. Restructuring is based on the principles of combining diverse scientific institutions on a territorial basis. As a result of the merger of institutions previously subordinate to different academies of sciences, complex interdisciplinary research centers have emerged that are complex forms of associations of several types of institutions: a) the unification of diverse institutions previously subordinated to different academies of sciences, for example: the Federal Research Center (FRC) of the Institute of Cytology and Genetics of the Siberian Branch (SB) RAS and FRC Krasnoyarsk Scientific Center (KSC SB RAS); b) the unification of institutions formerly subordinate to one of the academies - the Siberian Branch of the Russian Academy of Agricultural Sciences or the Siberian Branch of the Russian Academy of Medical Sciences, an example: the Siberian Federal Scientific Center for Agrobiotechnologies (SFSCA RAS) and the Tomsk National Research Medical Center (NRMC); c) consolidation of information and library institutions formerly subordinated to two academies: SB RAS and SB RAAS, example: SPSTL SB RAS and SibSAB RAAS. It is established that the restructuring of scientific organizations of the RAS has already been carried out in the crisis years 1990-2000, but in those years the profile institutions were merged, which allowed to retain the staff and minimize administrative and business expenses. Similar goals are pursued by the current reform of the academies of science. The formation of the library system of the SibTU FANO depends entirely on the higher order system - on the structure of scientific organizations, the diversification of information and library structures of which is aimed at creating optimal conditions for meeting the diverse information needs, interests, expectations of scientists and specialists. To this end, the Siberian Scientific Agricultural Library has been transformed into a branch of the State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Sciences, seven libraries of institutes have been merged into the FIC KSC of the SB RAS. Thus, as a result of the integration of the academies of sciences and the complexity of the infrastructure of scientific organizations, the Information and Library System of the SibTU FANO has changed. By expanding the thematic range, increasing the number of users, the nomenclature of information services provided to scientists and specialists is also increasing.
