Stages of territory transformations of small towns in Central Siberia in the second half of ХХth century
Territories transformation of small towns in Central Siberia in the analyzed period was primarily a consequence of government program industrial development of USSR east region. Based on researched material can be distinguished three stages of this town-planning process. The first one connect with start of territory-planning research in Siberian region. In late 1940s and the first half of 1950-ies small towns of Central Siberia didn't have master plans and construction was conducted in building-free territory. In 1957 Giprogor (Russian institute of urban development and investment) developed the first project on regional planning in Central Siberia. In the beginning 1960s this theoretical approaches resulted in design of the first master plans of small towns Achinsk, Kansk and Minusinsk. Second stage connect with event design and the establishment in the end of 1960s of Kansk-Achinsk Fuel and Energy Complex. Due to rapid industrial growth and high increased population becomes a shortage of favorable areas for further spatial development of the small towns, which formed new approach of "compact city" with the construction of new facilities, primarily within the approved city limits. On the third stage, in the beginning 1980s has been formulated new town planning conception of formation of group settlement system, in which an important role was assigned to small towns. Conducted research showed the necessity of considering not only economic but also environmental strategy of urban development. The experience of past town planning concepts is very important for to avoid of mistakes in new approaches design.
