Prerequisites for the formation of strategic directions of interaction of libraries of scientific organizations of the Siberian branch of Russian Academy of Sciences

The relevance of the formation of the strategy for cooperation of libraries, research organizations of the Siberian branch (SB RAS) due to the reform of the Russian Academy of Sciences (RAS), during which occurred the integration of three academies: Russian Academy of Sciences, Academy of medical (RAMS) and agricultural Sciences (RAAS), the restructuring of scientific institutions and organizations of a fundamentally new form of scientific research institutions - Federal research centers. During the reformation of science, the model of information and library system of SB RAS has changed, the activity of libraries is being transformed. In order to determine the strategic directions of interaction of libraries in the new conditions of functioning of SB RAS, it was necessary to conduct methodological monitoring for 2012-2017. Monitoring of statistical indicators of the RAS libraries' activity for 2012-2017 showed that the structure of the library network has changed, the number of libraries, their space in the institutes and the number of library specialists have decreased. The changes of the centralized acquisition of library funds by SPSTL of SB RAS, as a result, the number of receipts of documents decreased by more than half. At the same time, access to domestic and foreign ERs is not provided on a permanent basis and not for all institutions, and the level and scope of information in libraries are quite different, in most libraries - not satisfactory. Every year the number of users of libraries - individuals decreases and the number of users and documents requested by them in the electronic environment increases. As practice shows, the library of SB RAS needs professional support of SPSTL SB RAS - methodological center, in turn, can assist them in such areas as: - implementation of cloud technologies: centralized approach and virtualization service allows you to quickly implement best practices; - digitize fundamental documents and work of employees of institutions, creating a full-text database with open access to; - electronic delivery of documents; - provide centralized access to domestic electronic resources and subscription of internal periods; - formation of a consolidated (distributed) electronic catalogue of library collections of SB RAS; - consulting on all areas of library work; - professional development of library staff and training in new technologies. Library of scientific organizations of SB RAS to present annual reports on its work for the year and participate in activities to improve their professional skills, organized by GPNTB SB RAS. All these areas of cooperation of the libraries of the SB RAS will be reflected in the "Strategy of development of cooperation of the libraries of the Siberian branch of the Russian Academy of Sciences", which will mobilize the efforts of groups of libraries in the achievement of progressive results and to ensure sustainable, dynamic functioning of the information support of scientific research in the long term.
