Possibilities of digital culture in searching of educational new technologies and academia formation

The article is devoted to the analizing of digital culture possibilities, forming the new “network ontology” of the academia. The author pays attention to the interaction processes of social-economic challenges in the post-industrial culture and the changing of educational paradigm of 19th century, the result of which is a transition to the educational e-format and innovations to learning system-distant technologies and e-card (navigator) creation of university educational resources. The author of the article predicts global changings in the educational policy of the post-industrial society due to increasing of social networking services as a future claster of academia, as they are the ones nowadays, that perform the role of basic instrument, reflecting young generation needs. The article focuses on a use of “Smart” concept, representing a managerial and instrumental educational base and a ground for introduction of innovative university technologies. The phenomenon of “Smart universities” is oriented to: 1) open learning system in interactive learning environment; 2) individualization (a choice of personal learning paths with personal motivation) and adaption of education; 3) mobile free access to educational content anywhere in the world; 4) systems organization of SMART education can be realized on condition that technical innovation will be used massively - distant technologies (e-education) and networking. Smart technologies in universities and colleges environment help to form educational networking - e-university. An actual idea of e-university establishment and digital enablement in learning experiences - a ground of the system cooperation of innovative resources is presented in Tomsk State University. The author offers to use the system of e-education with a tutoring praxis as an effecient model of accompaniment and teaching for students of the Institute of Art and Culture and other faculties too. The establishment of a visual instrument/e-navigator - e-card of university resources “TSU-scape” (e-card of the university cultural and educational space and the city of Tomsk). The proposed project can be integrated together with an idea to establish the ground for cultural adaption of foreign students on the base of the Institute of Arts and Culture in Tomsk State University as a practical-oriented project for formation of international learning environment, based on principals of partnership-cultural dialogue and mutual assistance, student support from other countries on the basis of unique, cultural and educational ground - Tomsk State University. The experience formation analizing of efficient learning environment in the Institute of Art and Culture lets make the conclusion about necessityof designing of integrated program in e-education, digital technologies and tutoring praxis for the improving of high education quality.
