Economic policy of the «red» and «white» authorities in Krasnoyarsk during the Civil War
The aim of the article is to analyze the economic policy of the "red" and "white" authorities in one of the largest Siberian city during 1917-1919. With the advent of Soviet power in Krasnoyarsk, as well as in the country as a whole, began nationalizing industries and corporations. A work control was established all over enterprises. To guide the nationalized enterprises in February 1918 was created Provincial Economic Council, headed by Yakovlev V.N. The problems with food insecurity began from the earliest days of the Soviets. Since February 1918 the price of food increased, besides that there was unemployment. Crowds of people searching for a job besieged commercial and industrial enterprises and factories in the city. All the activities undertaken by the Bolsheviks in food and financial policy were not successful. In June 1918 the Soviet- Bolsheviks regime was ruined in Siberia. But when the Bolsheviks had left the city, their enemies had the same problems. Provisional government of Siberia cancelled all the activities carried out by the Soviet power. During the Civil War economic situation in Krasnoyarsk got worse from month to month. Industrial production declined, traders engaged in speculation, free trade in grain led to complete disruption of the market. The City Council headed by Muzykin A.P. thought that the crisis in the country was a real reason of the difficult situation in the city. In April 1919 Kolchak government restored the system of taxation of population, the main thrust of which was placed on indirect taxes, over time, more increased. Tax policy, lack of food were the main reason of high prices. So, from May 1918 to January 1919, food prices had risen by 754%. In January 1920 the Red Army entered Krasnoyarsk and the Soviet power was established in the city. Nearly half of factories and workshops didn't work in the city and province in 1920. Only 109 companies of 200 were able to restore its activities to the summer of 1920.
