The influence of political and economic factors on the transformation of the system of mass media Khakassia and Altai mountains in 1954-1991 years
In 1954-1991 years the USSR has implemented a number of large-scale political reforms, due to economic reasons. This led to the reduction of the influence of the political factor on the formation of media systems and the increased importance of the economic factor. In addressing issues, related to the existence of the local press, mostly were used the principle of economic expediency and prospects of the industrial development of the region, growth of labour migration. Therefore, differences in the level of economic development of the autonomous regions of southern Siberia have determined the peculiarities of the formation of their media systems. Khakas autonomous region had a more favorable geographical location, developed infrastructure and industrial complex. This led to interest in the development of virgin lands, development of mineral deposits, its choice as a Central platform for the implementation of the project of Sayan territorial-industrial complex. The establishment of new state farms, large industrial enterprises and cities, activation of labour migration led to the need to strengthen the advocacy impact on residents of the autonomy to improve their labour activity. The result was a significant increase in the number of copies, format, and frequency of regional, district and city newspapers, the creation of large-circulation printing on industrial and agricultural enterprises, the organization of regional television broadcasting at the expense of funds allocated by major companies and organizations. Sufficiently high level of economic development of the region stimulated the creation in 1990's the first private Newspapers, existed on advertising revenues. In the Altai mountains, where industry because of the specificity of local conditions was developing slower, and population growth was insignificant, in the period under review were eliminated district publications, there were attempts to join the editorial offices of regional Newspapers in Russian and national languages. These campaigns of reforming of the press were reasoned by the need to reduce loss ratio of the local press. Also because of economic reasons in region was not created its own TV. In 1990-1991 years the influence of political factor on the process of functioning of media systems in Khakassia and Altai mountains has increased. Changes in the political life of the country, the development of entrepreneurship and the liberalization of the spiritual sphere, formation of the new legislation that regulated the activities of the media, raising the status of Southern Siberia Autonomous regions led to appearance of the first private Newspapers in Khakassia and establishment of local television in Altai mountains, laid the foundations for the further transformation of the media systems in these national territories.
