The Eurasian regionalization in the context of global transformations of the world order: its historical meaning and essence

The article deals with comprehension of the genesis, the essence and the prospects of development of integration processes in the Eurasian space. The objective of the article is to reveal the factors and mechanisms of the Eurasian regionalization and to define the historical meaning of this process. To achieve the stated objective the following interrelated tasks are to be accomplished: 1) to reveal the essence of regionalization as the maj or tendency of contemporary global social transformations and to show trends in changes of social reality in course of its objectivation; 2) to explicate the presuppositions for formation of the Eurasian civilization in concrete historical form of the Eurasian regional union and to suggest a prognosis of its development; 3) to reveal social and economic conditions of progressive development of the Eurasian regional union. The sources of information evaluation are works on regionalization of domestic and foreign authors. The issues of regionalization are widely studied in economic science. The article analyzes the findings of various fields of economy: Keynesianism, neoclassical, institutional-sociological approaches as well as ideas developed by western political analysts and politicians (S. Huntington, G. Verhofstadt, L.-G. Wartenberg, B. Hettne). Significant role in formation of the author's concept plays the works of Russian researchers: M.G. Delyagin, R.H. Simonyan, A.I. Utkin. The article shows that destructive aspects of globalization determine the search for means and ways to overcome them. In order to preserve its historical subjectivity, many countries of the world have chosen the way of regional integration. Regional integration, on the one hand, allows member-states to preserve main advantages of globalization (international division of labor, access to foreign market, possibility to share technologies and manufacturing resources) and, on the other hand, to protect national interests of member-states. From sociocultural perspective, regional integration maintains inner diversity thus stability of mankind. The article grounds the fundamental thesis that optimal form of realization of a long-term development strategy for the Eurasian space lies in creation of a regional center of development and force on the basis of its own cultural and historic matrix. Development of the Eurasian region in form of independent integrative project allows it to use its own sociocultural experience in order to overcome multidimensional social crisis that is mainly caused by noncritical adoption of foreign cultural patterns. One more constructive consequence of development within the Eurasian regional union lies in an opportunity to preserve and use resources basis for the benefit of peoples that form the union. Possession of the resources basis is considered to be the most important factor of progressive development in the context of increasing struggle for unrenewable planet resources. An attributive characteristic of a regional center of development and force is a civilization project that represents the system of standards through which the Eurasian civilization could design itself as an independent subject of historical process.
