The restructuring of Russian regular army troops in Transbaikalia in the 1st half of 1760s.
The article is devoted to studying the formation of one military unit of Russian regular army in Transbaikalia - Yakutsk cavalry land-militia regiment, further rearranged into Yakutsk field carabineer regiment. The purpose of submitted paper is to find out the principles of competencies' distinction between the central state institutions, local Siberian administration and military command. This example shows the distinction, mentioned above, in solving some questions, concerning material supply and recruitment for army units. Sources, that we used, mainly come from the funds of Russian State Archive of Ancient Acts (RGADA), Russian State Military History Archive (RGVIA) and State Historical Archive of Omsk Region (GIAOO). Both federal archives contain documents of the Senate, the Military collegium and their subordinate offices. Files, including correspondence of the Siberian corps commander's office, which was stationed in Omsk, are deposited in the mentioned regional archive. In the study it's been established, that Siberian governor F. I. Soymonov's project of forming five land-militia regiments in order to strengthen the defense of Transbaikalia could not have been realized due to lack of manpower and material resources. Even the formation of the only Yakutsk cavalry regiment took almost two years and met serious difficulties in obtaining armament and uniform for its personnel. The necessity of payments from the Siberian province's budget to the Main Commissariat and the Armory Chancellory, without any help from Russian empire's superior financial institutions, led to delays or even failure of weapon and clothing delivery. Even the salary payments for the army officers, appointed to this regiment, haven't been always made in proper amounts. Artillery and provision delivery for restructuring land-militia regiment into the field carabineer regiment have been also entrusted to Soymonov's successor, Siberian governor D. I. Chicherin and Transbaikalia army units' commander Mayor-General V. V. Yakobie. The author comes to a conclusion that mechanisms of material supply for military units of Russian regular army in Siberia in the reviewed period were not sufficiently effective, as the sources studied have proved. Both the inability to provide funding for army units beyond Ural from the Siberian province's budget, and the reluctance of central state institutions to raise other funds to payments for weapon and clothing delivery to army regiments have had clear effect. This effect led to significant cuts and only partial realization of the supreme power's plans of increasing military contingents for protecting Russian empire's borders in Transbaikalia.
