National policy of the People's Republic of China and its periodization
China is a state with very long history. The historical cataclysms like civil wars, foreign invasions as well as proliferation of Han people in different directions lead to broad and complex contacts with non-Han peoples. Chinese state has developed a system of co-existence and cooperation with non-Han people. The system was not stable and has changed due to many reasons along with the historical development of Chinese state. The aim of the article is to study national policy of the PRC. Thus the object of research is the People's Republic of China's policy towards the minority people who inhabit the territories within the country. The item of study is the periodization of China's national policy. To conduct the research a group of tasks was defined. First task is to gather and process the information and data on the above mentioned problem. After that we have to analysis the information and make some conclusions. Problem filed of the work is the national policy of the PRC. The article provides some brief explanations of different periods of national policy. Scholars are mostly common in differentiation. The first period from 1949 to 1976 is period of national construction. The second period is the catastrophe of Cultural Revolution. And the third one is the recovery of national policy from 1978 till present. Methodological basis of the research is comparative historical method. Different periods of modern Chinese history are compared and studied. To conduct the research the author used a wide range of Soviet, Russian, Chinese (including those from Taiwan) and American books and articles. To conclude, we can say, that PRC's national policy was not stable. It has been changed along with the changes in PRC's policy. National construction changed from accommodation to assimilation from 1949 to 1976. With the beginning of Reform Era the formal policy of preferences and development was taken as basic one for national policy. But as many scholars note, the main emphasis was made on economic development to guarantee political stability on the national areas. The main goal of government was thus not to develop non-Han peoples, but use natural resources and create an economic network for stable development of country as whole.
