Conceptual framework of Kyrgyzstan and China relations in light of Xi Jinping's initiative on the joint construction of the Silk road economic belt

The aim of the research is to justify the need to develop a new concept of cooperation between Kyrgyzstan and China in the light of the joint construction of the "Silk Road Economic belt" and to formulate recommendations on the need to establish the Kyrgyz - Chinese chamber of Commerce and investment, scientific and expert sinological "school" and specialized units in government structures and public organizations that will professionally deal with Chinese problems. The paper also analyzes the conceptual and scientific approach to assessing China's place in the structure of Kyrgyzstan's foreign policy and Kyrgyzstan's place in China's global and regional strategy. The research reached the following conclusions. In cooperation with neighboring countries, China will move in four important directions: the preservation of traditional proximity and friendship; fidelity to one's word in front of China's neighbors; achieving mutual benefits; ensuring a tolerant and inclusive development. China and Kyrgyzstan should be aware that only constructive and mutually beneficial joint activities of all countries located along the Silk Road will achieve the objectives set out in the concept of Chinese President Xi Jinping. The issue of a multilateral strategy is being addressed within the framework of the need to link or harmonize the areas of economic cooperation between the Eurasian economic community and the Silk Road Economic belt. The most important tool of harmonization will be the Shanghai cooperation organization, whose activities need to give greater dynamism, scale and new quality, and the activity and creative approach to the solution of these problems in Kyrgyzstan and China should be almost the same level of commitment, practical contribution and effectiveness. As recommendations it should be noted the active use of the joint idea of President of Russia V. Putin and President of the PRC Xi Jinping on the connection of the Eurasian Economic Union and the "Silk Road Economic belt", the creation of the inter - parliamentary group "Zhogorku Kenesh - SNP SUAR PRC", stimulation of the "project approach" of Kyrgyzstan to cooperation with China in order to strengthen the "partner-partner" format in order to avoid the format "donor-recipient".
