U.S.-China strategic economic dialogue in progress: tasks for trump administration
After the new administration of the president D. Trump the relations with China have become more complicated. The main purpose of research is to study the essential minimum of official contacts between Beijing and Washington and to evaluate an evolution of previously established mechanism of Strategic and Economic Dialogue. Thus it could be mentioned as a new era's global regime. The current speeches of Donald Trump including social media (Twitter and content-analisys of it), the articles in Chinese and English considering current state of U.S.-P.R.C. relations and the essential materials: bilateral (100-days Action Plan) and unilateral (National Security Strategy of the United States of America) were used as the main sources for this article. The article fixes variants established before current format of "Dialogue" such as G-2 or Group of Two. Both great powers share common economic interests or even political. Authors give detailed positions of US and China during Strategic and Economic Dialogue construction period. Since 2009 when B.Obama announced "Pivot" to Asia Strategic and Economic Dialogue is making strong progress. The high-level visits and negotiations lead to further cooperation. Dialogue process benefits not only to US, but also to China, that ease the situation in finance, credit and so on. During the presidential elections in 2016 D. Trump was back to the previous president policy which ignored China at all. D. Trump stated that China is "guilty of many acts". After becoming a new president, he announced much more rough policy toward China. Before and after presidential elections the most widespread topics in D. Trump speeches on China were: Taiwan question, South China Sea territorial disputes, protectionism in trade. Special mechanism of D. Trump is the official Twitter-channel through that the new president started to charge his opponents, Chinese as well. But we can see that when the official establishment in US or China oppose his opinion through the mass-media or informal channels, he reacts immediately and changes his mind. U.S.-China Strategic and Economic Dialogue could be an example. In early 2017 both sides decided to establish a new 100-days plan considering to solve the base problems in trade, investment and intellectual property. Plan was good but not too much realistic. Moreover in December of 2017 "National Security Strategy of the United States of America" accuses P.R.C. in rivalry. The main conclusions could be as follows: first of all D.Trump substantially reduced an influence and functionality of Dialogue using the term "trade dialogue". Besides he stated and promoted "100-days Action Plan" in trade talks, he also couldn't change the current situation: U.S. goods trade deficit with China reached new high.
