Cultural racism" in the UK and laws on racial relations in the second half of the 1960s
The purpose of this article is to identify the prerequisites and reasons for the transition to the anti-racist strategy of the British government towards color immigrants at the initial stage of creating a new multicultural model of integration. Methodologically, the research is based on the theory of "cultural racism", according to which society rejected new members (immigrants) under the pretext that their cultural attitudes prevented them from adapting to the culture and values of the host majority. Britain faced the manifestation of "cultural racism" in the middle of the 20th century in connection with the collapse of the British colonial system and the beginning of massive "color" immigration. There are large number of communities developed in size and strikingly different in culture and way of life inside the culturally homogeneous British society. This gradually led to an increase in social tension in the country and led to the need for legislative regulation of race relations. The sources of research were legislative acts, parliamentary debates, and media publications. In the process of research, the works of British historians, sociologists, philosophers and others were involved. In the course of the research, the author came to the following conclusions. First, racial prejudices among British society and especially its political establishment have become the root causes of interracial tension in the Great Britain. To combat them, the British public and the scientific community, through the staff of independent think tanks, initiated a broad propaganda movement. Secondly, the British government tried to manage immigration processes. With regard to the reception of immigration, a restrictive strategy and a system for quoting various categories of arrivals was chosen. It aroused public criticism, and the scientific community regarded it as part of the policy of "racializing" immigration and institutionalizing racism. Thirdly, in addition to limiting the number of immigrants, the state was tasked with their "integration" into British society and its social institutions. In this connection, it was decided to supplement the immigration legislation with measures that prohibit racial discrimination in various spheres of public life. Fourthly, the adopted laws on racial relations could set a new direction in the development of the UK's integration policy. But the first anti-racial legislation had a symbolic effect and was intended to educate the British society.
