To the question about the history of formation of innovative entrepreneurship. International experience
One of the major directions of Russia's foreign policy nowadays is the development of cooperation in the field of science, modern technologies and education. A characteristic feature of this stage is the growing activity of regions, including Siberia. We cannot work with the other world without knowing of this world. We need to explore a permanent basis to study the processes that occur in foreign countries in the field of science and technology, innovative development, in the field of education. The Department of International Relations of the Faculty of History of National Research Tomsk State University for more than ten years study the international experience of innovative development of foreign countries. We give priority attention to studying the experience of countries of the East: China, Taiwan, India, Japan, South Korea, Israel, etc. In the first phase, we were focusing on the scientific and business communities, we prepared informational materials. Then followed the scientific publications, PhD theses about scientific and technological development and innovation policy of countries such as South Korea (A. Ryazanova), Israel (N. Zhadovets), India (O. Ustyuzhantseva), Taiwan (E. Troinina). In 2015, two monographs were published - "Formation of national innovation system of Israel (1985 - 2012)" by Natalia Zhadovets and "India: science, technology and innovation development" by Olga Ustyuzhantseva. The modern stage of innovative development in developed countries is characterized by a special attention to small and medium-sized innovative entrepreneurship. It is in this sector triggers the creation of a significant part of innovative products, the ideas of new technologies. It is this theme - the analysis of policies to promote the development of small and medium bickering, above all, dedicated to startups, and published in this edition of the article. Natalia Zhadovets and Bela Talovskaya analyze the experience of Israel in the formation of industry startups. Ekaterina Troinina examines the role of state structures in promoting the development of small and medium-sized businesses. Marina Shusharina analyzes the experience of Australian universities in collaboration with small and medium-sized businesses. The experience of Australia and other countries in this sphere is especially important for Russia. In our country this process is only beginning. In recent years, more attention is grabbing by experience of cities, creating "clusters of startups". Natalia Zhadovets and Ekaterina Troinina talk about the experience of the best "cluster" startup from Silicon Valley (USA) to Singapore and Tel Aviv. In Russia, we know India badly. Especially Indian research, high technology of India. That's why the articles by Olga Ustyuzhantseva about startups in India are so important. We know about the scientific and technological achievements of Japan. This tells Daria Gromova. How to grow Siberian Orientalism is largely determined by the relationship of the Siberian regions with their neighbours.
