Treasury and peasantry of the Western Siberia in competition for the lease of village fair areas in the context of market oriented modernization at the turn of the XIX century
The aim of the article is to analyze the state fair lease labor-rent enterprise in the context of reorganizational modernization of economic life of Siberia. The ability of fair manufacturing base to adapt to new social economic realities is analyzed. The objective is to define the role of fair lease labor-rent items in the development of state-owned enterprise in the context of market-based economy. The most important issue of the analyzed phenomena is the relations between treasury and rural communities, the influence of land utilization and land arrangement issues on them, the ways and means of getting income from fair areas. The foundation of the source base is constituted by the materials of regional archives of Western Siberia and Russian state historical archives; published historical statistical and narrative sources. The author points out the stages of development of state fair enterprise, describes the ways of use of fair areas. The article presents characteristic of the system of converting fair areas into demesne lands, bidding for leasing fair areas, problems with arrangement and maintenance of fair areas. The analysis of attempts of the state to increase the profitableness of fair labor-rent items allows to make the conclusions that at the first stage the income from fair labor-rent enterprise was constantly increasing and constituted one third of total treasure incomes, taking the second place after land items, that stimulated the Head department of Western Siberia to defend the right of the state for fair areas. At the same time some new factors with contradictory influence on the attitude of the treasury and peasantry to fair areas have been revealed: deteriorating of material base of rural fairs; land arrangement on state lands in the context of peasant mass migrations. The conflict of peasant communities and the church with local authorities concerning lease fair income was revealed. It was proved that the conflict initiated some revisions of fair enterprise and certain changes in lease labor-rent policy of the Head department of Western Siberia with reservation for the treasury the lands brining considerable income and disposal to peasant communities unprofitable lands on beneficial terms. It caused certain discrepancies with central authorities that, in spite of reduction of fair lease income by the year 1913 to one fifth of total treasure incomes and increasing expenses on maintenance of fair areas, forced to look for some alternative decisions. However the failures in sales of unprofitable fair lands showed that both enterprisers and peasants were beginning to lose their interest to fair areas. That was caused by the changes of market structure and fair state policy. In the end the conclusion is made that the development of treasury fair lease labor-rent enterprise in Western Siberia in the context of modernization demonstrates negative consequences for the development of material base of regional markets and rural trade enterprise.
