To the question of desertion and draft evasion control in Red Army in the Tyumen province at the end of the Civil War
The research objective is to create a posteriori idea of the desertion and draft evasion control in Red Army in the Tyumen province at the very end of the Civil war. The complex of the enactments published in the Collection of legitimations and orders of the government as well as the directive acts of the Tyumen province regarding the questions of desertion and draft evasion control in Red Army kept in R-10 fund «Ishim district commissariat on military affairs of the Ishim Council of working, country and Red Army deputies of the Tyumen province» of the State Archive in Ishim of the Tyumen region is the basis for the given research. The assessment of the activity of Red Army during the Civil war is one of the essential problems in modern historiography, and some authors' conclusions are highly plural and often contradictory. In these conditions, there is a need to turn to the sources on the history of Soviet Army again. During the Civil war, the desertion and draft evasion in Red Army were a significant problem. In this regard the documents that can answer the question how such problems of Red army as the desertion and draft evasion were solved are of great interest. The denotate of the given research is the system of punitive measures officially established by the bodies of the central power and, in particular, in the Tyumen province in relation to deserters and draft evaders in Red Army at the end of the Civil war. The main predicate of the research is the activity of the anti-desertion officers of the Tyumen provincial commission on desertion control. As a result of the research the author came to the following conclusions. The main punitive measures in relation to deserters and draft evaders were: confiscation of property, deprivation of the hideland, transfer to penal companies. And from 1919 until 1921 these measures could be carried out by the provincial commissions on desertion control independently. Those who helped the deserters and draft evaders as well as the officials who allowed negligence at the accounting of people being subject to call were imprisoned. The routes of the echelons where the problem of desertion was the most acute were: Okmolinsk-Omsk and Karkarinsk-Pavlodar. The problem destination points of the echelons were: Omsk, Petropavlovsk, Tatarsk, Barnaul, Pavlodar, Semipalatinsk, Tara where it was supposed to send especially reliable anti-desertion officers for inspection to. The directive documents of the Tyumen provincial commission on desertion control designated the minimum number of battues that could lead to both the forgery of the reports and the formal actions connected with the deserters and draft evaders hunting. The Tyumen provincial and district commissions on desertion control had to control the accounting of reservists, carry out the checkings, reveal the deviators and draft evaders, hunt them, control the process of following the echelon to the place of dislocation.
