The New Indo-Pacific Region: US, China and India's formulating the concept through the means of foreign policy
The article is devoted to the main regional (China, India) and global power (USA) visions of the nearest future relations under the newly-established concept of the Indo-Pacific Region (IPR). One of the goals for such a concept was an anti-Chinese alliance supported by small and medium-sized countries of the South Asia and South-East Asia respectively. People's Republic of China is continuing to use the Asia-Pacific concept and respect the current situation in this region through the free-trade area agreements, multilateral dialogues and forums, etc. Chinese leaders do not underline India's role in a process but ambiguous Indo-Pacific Strategy of the US. Current sources for such a research were the main documents and speeches of the Chinese (Xi Jinping, Li Keqiang, Wang Yi), Indian (N. Modi) and U.S. (D. Trump) politicians. Most of the regional and global actors previously announced new concepts for international agenda, such as Indo-Pacific Region (Japanese Prime-minister S.Abe, 2007 and 2017 respectively); New Silk Road (U.S. Secretary of State H.Clinton, 2011); One Belt, One Road (Chinese President Xi Jinping, 2013) and The “Big Eurasia” or “Greater Eurasia” project (Russian President V.Putin, 2016). But since taking his office the U.S. President D.Trump has emphasized the role of the “Free and Open Indo-Pacific” and then changed the U.S. regional navy to the Indo-Pacific Command. Through the number of negotiations with allies in Asia and Australasia he set up a new, more rational relations with Japan, South Korea and Australia. By interconnection with India he started to develop Quadrilateral Security Dialogue (QUAD). As Chinese Bridge and Road Initiative has already been adopted by many small and medium-sized countries but not India, the future of regional projects both for India and China are in question. Also India takes a lot of attention to the ‘Look East' policy. During the last APEC Summit (Papua New Guinea, 2018) leaders unable to agree on communique because of China-U. S. trade dispute. In this case China was a promoter of the globalization but USA - a protectionism in a form of closed regionalism. So the idea of the “Open and Free Indo-Pacific” is an only idea but not a reasonable policy. Authors use a comparative analysis to show the main difference of the concepts with respect of the state's foreign policy. As for Russian Federation and its policy in the newly established Indo-Pacific region, is not so clear mostly for policymakers but not to independent researchers.
