Review: Tiapkin M.O. Forest control and protection by the state during the pre-revolutionary period : Monograph. Barnaul : Barnaul'skii iuridicheskii institut MVD Rossii, 2016. 187 p.
The environmental and historical approach to the study of various historical events and phenomena is becoming increasingly recognized and popular throughout the world, gaining adherents among Russian historians. The book by M.O. Tiapkin meaning application of the specified approach is exposed to the critical analysis in this review. The monograph is devoted to the state policy of the government of the Russian Empire on the protection of forests, embodied in the domestic legal system. However, the imperial legislation is not puzzling aspirations to preserve natural sites, and protecting the world around us, care primarily about a property. Reviewers believe that already therefore the author was in a difficult situation, and, eventually, could not connect consistently in a uniform research perspective of ecological history and development of imperial laws. Probably, the content of the factual material determined the research priorities of M.O. Tiapkin, and he did not try to independently isolate, formulate and comprehend those problems that would really contribute to science. Meanwhile, the circle of sources known to the author is not rich and is not the strong basis for commission of scientific breaks. The legislative instruments, poorly supplemented with periodicals and records obtained from several archives, as well as some reference books and small amount of research of predecessors used. Actually, legislation was studied to a greater extent on the basis of the Complete Collection of Laws of the Russian Empire, without searching for relevant acts in the archives, which also does not allow for a high assessment of the source base of the work under review. At the same time, there is a lack of context and comparative studies, detailing and anthropology in the work, some plots seem meaningless, and on some issues the reader is misleading. It can be assumed that part of the flaws of the monograph is caused by its innovative nature, but at the same time it is not without pluses. These include the reconstruction of regional forest protection systems in the 19 - early 20 centuries. on the example of the south of Western Siberia. The content of the book examines an important topic for science, the reviewers are trying to draw attention to the development prospects of which. In particular, it seems useful to examine in greater detail the increase in the intensity of anthropogenic impact on nature associated with the industrial revolution, which incredibly increased the importance of combating the activities of persons who caused damage to forest land, leading to serious advances in forest protection legislation and the system of sanctions for its violations.
