Inclusive education and university: opinion analysis and development factors
The development of the university’s ecological environment plays a positive role in the spreading of inclusive education and the social model of disability. It is a platform that provides multiple horizontal communications, both within structures and with the external environment, and the mobilization of the personal resources of all participants. The target group of inclusion in the university is, according to Russian law, are students with disabilities of I, II groups, disabled children, students of III group with a diagnosis of “disabled since childhood” who use some benefits during their admission, and students with disabilities (category, which is established by the psychological, medical and pedagogical commissions). Together they form a group of students with special needs or disabilities and are entitled to special learning conditions. The goal of the university is to level the learning conditions of these students in relation to all others, to include this group in the university community. By ensuring the accessibility of education for people with disabilities, society thereby eliminates the discriminatory features of disability. A factor that strengthens the position of inclusion in the university is the creation and operation of a special Center to accompany such students, which creates a database on specific cases, establishes relations with the deans of different faculties, departments, public organizations in connection with the individual support of certain students, overcoming communication barriers, organization of special education conditions. The centers also keep in touch with the parents of the target group students. In TUSUR, it is the Center for Education Accessibility (CEA). It has a Regulation on activities, it is part of the structure of the university. The next factor is the formation of a social environment of inclusion based on the growth of social responsibility in large and small groups in order to prevent social exclusion of students with disabilities. This is a long-term task and its solution depends on the popularization of inclusion ideas, social activity and initiatives of individuals or groups. A turning point in the social construction of a new reality will come if more than 50% of employees and students of the university understand the ideas of inclusion, provide support to students with disabilities to level the conditions of their education. Social inclusion, interaction in the field of communication and common affairs with such students, solidarity and collectivism also become an important factor. Their involvement in the cultural and educational sphere and success in the educational process will help to increase their self-esteem, develop personal potential, and form a host community.
