The staff of the directorate of primary schools in the West Siberian educational district

The purpose of the article is to review the process of formation and development of the staff of the Directorate of primary schools, as well as to identify its characteristics. The work is based on the archival material of the Russian State Historical Archive (RGIA), the State Archives of the Tomsk Region (GATO), the Systematic Code of Laws, the Memorial Book of the Semipalatinsk Region, and others. The issue of staffing the directorate was relevant, throughout its functioning. The staff of the employees consisted of directors and inspectors whose legal status was determined by the Regulations of 1874. The procedure for appointing and requirements for candidates was contained in Article 21. The director of public schools was elected as the trustee of the educational district, was confirmed in the post of minister of public education, he had to have a higher education. The inspector was elected from persons with pedagogical experience of work and was appointed as the trustee of the educational district. Over the 18 years of the directorate’s existence, seven directors have served the service: Tomsk Directorate was headed by V.N. Schepetev and N.K. Ramzevich; Tobolsk Directorate by N.K. Ramzevich, I.M. Kurochkin, G.Ya. Malyarevsky; Akmolinsk and Semipalatinsk Directorate headed by A.E. Alektory and M.V. Filippov. All of them were worthy candidates and met the requirements specified in Article 21 of the Regulations of 1874. The Directorate consisted of districts headed by inspectors. For the period from 1900 to 1918 there were more than fifty inspectors. Although the issue of manpower was still relevant throughout the entire existence of the directorate, it was felt most acute in the early years. At this time, there is a process of increasing the inspection areas, which caused the transfer of employees from one place to another both within the directorate and between them within the training district. The working conditions were objectively severe, and the wages were not appropriate. These reasons objectively caused rotation of the staff. The provision of 1874 gives the most general idea of the requirements for inspectors, mentioning only the need for pedagogical experience. After analyzing the lists of inspectors, you can make a portrait of the average official. Taking into account such indicators as education, age, class rank, we can say that the inspector had a secondary education, grade VI, he was appointed to the position at the age of 40-50 years. Most of the inspectors were natives of Western Siberia, but there were also natives of the central part of the country. As a rule, in the first years of the establishment of the directorate, the trustees preferred the second category. Thus, we can say that the process of forming the staff of the directorate, especially the inspectorate, was continuous. The officials of the directorate were appointed to the post in accordance with the Regulations of 1874, it also contained a list of their duties. As the analysis of sources shows, the management of the directorate paid serious attention to staffing, seeking to fill vacancies, in order to improve the efficiency of its functioning.
