Tyumen: experience of post-industrial transformation of the city space

The development and transformation of the post - socialist city is one of the actual problems of modem urbanism. Currently, Tyumen is an actively developing city, provided with all modern improvements, the administrative center of the Tyumen region. Historically, the city serves as an industrial, scientific and technical base of the West Siberian oil and gas complex and has a favorable demographic structure of the population. In the future, it may become the largest innovative engineering oil and gas industry service center of the country. The object of research in the article is the post-industrial transformation of Tyumen. The subject of the study is the influence of factors of post-industrial transformation of Tyumen on the formation of an effective and "smart" model of development of the studied city. The aim of the study is to analyze the historical experience of post-industrial transformation of Tyumen. The article is based on the methodological developments of foreign and Russian scientists, such P. Bourdieu, Chen Xiaoyan, M. Ilchenko, R.J.R. Kirkby, Tang Wing-Shing, K. Fuzer, M. Pietrzak-Franger, B. Engel, O. Hatherley, C.S. Neugebauer, E. Posokhova. To carry out the research, such methods as factor analysis, individual expert survey, estimation of the level of development of the social and economic situation of Tyumen were used. In the article the authors analyzed the historical experience of post-industrial transformation of the urban space of Tyumen. The research of strengths and weaknesses, opportunities and threats of social and economic development of the studied city is carried out. The most significant problems of Tyumen development are the lack of an active system policy of aggressive marketing for the promotion of the city at the regional and federal levels, infrequent participation in Federal programs of municipal development, limited transport network of the city and the weak relationship between urban areas, high density of development, causing certain traffic jams, etc. On the basis of this analysis were identified a number of patterns of development of Tyumen. The first regularity is the migration of the population to the suburbs. The second pattern of urban space transformation is the launch of mechanisms of territorial innovative development. The third model of urban space transformation is represented by the formation of the Tyumen urban agglomeration. The result of the study is the development of a model of transformation of the urban space of the center of the regional region. In the process of developing a model of planning the territory was determined by the planning structure of the Tyumen municipal district. The priority directions of the strategy of socio-economic development of Tyumen are: innovative development of the oil and gas cluster and the cluster of international engineering companies; support IT-cluster; innovative development of petrochemistry and oil refining.
