Tomsk Institute of Radioelectronics and Electronic Technology in the context of the development of regional Scientific and Educational space (1960-1970s)
The article reveals the role of the Tomsk Institute of Radio Electronics and Electronic Engineering in the expansion of the regional scientific and educational space in the 1960s-1970s on the basis of the memories of contemporaries, materials of the periodical press and office documentation. The center-periphery and institutional aspects of the maintenance of the scientific and educational space in Siberia in the post-war 20 years are emphasized. Formed by the mid-1950s within the Soviet scientific and educational space, the center-periphery relations, focusing on the union "center", were poorly coordinated among themselves in the three main sectors. Thus, they fixed the regional applied character for the Siberian science, narrowing the space for choosing other organizational models of development. At the same time, the process of the country's transition to the rails of the fourth new technological mode, which has been outlined since the beginning of the 1950s, objectively put on the agenda another qualitative leap in the field of science-intensive industries. Just as inevitably, this required an appropriate highly qualified staffing, which could only be achieved by the outstripping nature of the development of higher professional education. The relationship between the regional authorities of the Tomsk region and the university community is analyzed. In the post-war twenty years, having found itself in the conditions of the need for the development of the Tomsk region, the regional authorities inevitably entered into confrontation with the already established local elites, who were represented by the professorial community in the case of Tomsk. Having extremely limited financial and material resources, they directed them, first of all, to solving the most acute general social problems of the city, and only then to the university sector. The formation of the Tomsk Institute of Radioelectronics and Electronic Technology (TIRET) and its incorporation into the scientific and educational space of the macroregion is traced. The successes of the Tomsk Institute of Radioelectronics and Electronic Technology in scientific interaction with other actors that contributed to the expansion of the regional scientific and educational space, such as universities, research institutes, industrial enterprises, etc., are noted. Based on the results of the study, the authors conclude that the formation and development of the Institute contributed to securing the status of a university mesopolis for Tomsk, capable of linking the solution of scientific and educational problems and the needs of advanced industries. The presented study, using the example of the Intitute, raises and answers a number of topical issues of the formation and development of a regional university in the space of center-periphery relations between the region and the center.
